Ms. Gilleland holds a Bachelor of Arts degree in accounting from the University of South Florida and is a Certified Public Accountant.  She is also an MSRB Municipal Securities Representative and a General Securities Representative.

Ms. Gilleland has over 10 years experience in the municipal finance industry.  She joined Dunlap & Associates, Inc. in 2001 from A.G. Edwards, where she served Florida issuers in the capacity as either underwriter or financial advisor.  Her financing experience includes a volume of over $1 billion for Florida issuers throughout the State serving in the capacity as underwriter and/or financial advisor for cities, counties, school districts and other municipalities.  Her financing expertise involves various types of credits and revenue sources including general obligation bonds, certificates of participation, sales tax revenue bonds, and BANs, TANs, RANs.

Ms. Gilleland has provided quantitative analysis on new money financings, as well as monitoring outstanding issues for refinancing opportunities.  In addition, she has assisted cities in the evaluation of proposals and the selection process for various services such as underwriting, paying agent/registrar, official statement printers and other services necessary to complete a financing.
