Mrs. Dunlap holds a Master of Business Administration from the University of Miami, and has an undergraduate degree in Economics from Florida International University. She has held several securities licenses including: Municipal Securities Representative, Series 52; General Securities Representative, Series 7; and Municipal Securities Principal, Series 53 and a Registered Investment Advisor. She serves as chairwoman on the Orange County Industrial Development Authority and a board member of the Orange County Education Facilities Authority since 2007.

Mrs. Dunlap has been an economist for 34 years, a financial advisor for 27 years, an investment banker for 15 years, a credit analyst for 8 years, a commercial banker for 8 years, and a general securities representative for 19 years. Mrs. Dunlap has provided consulting services to cities, counties, municipal utilities, universities, public-private ventures, airports, expressway authorities, school districts and foreign governments. Throughout her career, she has financed over $25 billion in tax-exempt and taxable bonds, fixed and variable rate paper, including commercial paper, credit enhanced facilities, letter of credit, lines of credit, bank loans and swaps for governmental entities throughout Florida.

Mrs. Dunlap has worked as a public finance banker for major Wall Street firms throughout her career, including Oppenheimer & Co., Dean Witter and SunTrust Public Finance. She obtained her credit, commercial and capital markets training at Barclays Bank, PLC. Mrs. Dunlap�s expertise in evaluating a client�s financial condition and making recommendations for strengthening an issuer�s credit rating and achieving credit rating upgrades has been an assets to her clients. Additionally Mrs. Dunlap, assists clients in negotiating all terms and conditions relating to credit enhancement facilities, and assists clients in drafting debt and investment policies.

In 2005 Mrs. Dunlap established National Minority Consultants, Inc., a minority owned financial advisory firm. In 2016 she became a majority shareholder and consultant to Dunlap and Associates, Inc.
